Community Comprehensive Plan
Charter Township of Elmwood

Elmwood Township, in Leelanau County, MI, is seeking Request for Proposals (RFP) from qualified planning
professionals to prepare a Comprehensive Plan (also known as a Master Plan) which was last updated in 2018,
with a 2013 survey. The chosen consultant will facilitate stakeholder and community engagement
sessions, prepare a robust data assessment, create maps and graphics, and prepare an overhaul of the Plan that
is consistent with the requirements of the Michigan Planning Enabling Act. The consultant will help identify
community assets, weaknesses, barriers, connections, and goals. Action items to reach identified goals shall be
developed. Proposals are due April 18, 2024 at 2:00 P.M. Any questions may be directed to Sarah Clarren,

The Charter Township of Oakland is seeking proposals from qualified firms to provide planning consultant services. The ideal candidate will have a strong background in municipal related planning work with not less than five years of relevant experience.

Scope of work include:

• Supplement township personnel and planning efforts.
• Review site plans, special land use, ordinance amendments, rezonings, PUD, site condo, etc.
• Prepare reports, recommendations, and advise the Planning Commission and Board of Trustees.
• Attend Planning Commission and Board of Trustees meetings as needed.

Master Plan Update

City of Escanaba

The City of Escanaba is seeking proposals from qualified planning consultants to assist in the development and adoption of a new master plan compliant with the Michigan Planning Enabling Act.  This plan will serve as a guide for the city's future growth and development over the next twenty years or more.  Key focus areas are land use and zoning, economic development, housing, transportation, community facilities, environmental sustainability, and parks & recreation.
